Yes, a 'reset' or 're-install' of Windows has long been a common way of fixing performance problems in Windows.
Win 10 no longer has an explicit 'Reset' function. It sounds like you did a Win 10 'Keep My Files' 'reset'. So your problem is that you have a 'F.A.D.' . The feature is 'Failing As Designed'. The feature worked as it was designed by MS, but because you did not understand it fully it is causing you problems, a 'failure'.

Bottom line, you will have to re-install most of those programs, starting with Office. Some of them are factory installed crapware, like Cyberlink, AMD and HP specific stuff. Effectively all Office licenses allow you to re-install on the same computer, even after limited system changes like “upgrading” the OS or installing a new HD. Some, not all Office licenses allow you to “transfer” the installation to a new computer.
To re-install Office in general you need 2 things. Your unique product key and the matching generic installation file for the appropriate year and bundle.
These two elements can be found in a number of places, depending on your specific Year of Office and the bundle. For Office 2010 and earlier you need the key and install file, but with 2013 and later things have been changing
If you have Office 2016/365 then you can log in to the MyAccount page to re-install Office.Office 2016 allows users to do all sorts of license management through the MyAccount page. Office 2016 forces you to associate your license to an email account so the original product key becomes effectively one-time use.
If you have Office 2013 you can try to log in to the MyAccount page to see if your license was associated with your email. If it is there, you can re-install it. Otherwise you need the product key to be able to download the required install file.MS “improved” the way the key is stored on your computer so we can no longer “Extract” the key from the computer.

If you have Office 2010 or earlier you absolutely need your product key. Either on a sticker on the install disk key, or on your online purchase confirmation email, or recorded some other way. Or you can extract the key from the computer it was installed on (we can provide links to tools). Once you have the key, you need the install disk or downloaded install file. We can provide a link to download the install file.

I hope you have the installation file. Office 2007 Enterprise is a hard one to find download installation files. Take a look through the last week, more likely the last 2 maybe 3 days of entries in the forum. I explicitly remember someone found a hidden download link for enterprise. I just have not been able to find it again. <sigh>

This approach will take longer, but you'll get the HP specific stuff back if you want / need it. Many (All?) HP computers have a 'recovery partition'. It will reset the computer back to 'factory fresh', including all of the factory crapware. Of course, it will be reset back to the original Win 7 or 8 and you will have to re-apply the Win 10 upgrade, but it can be done.
PS: No matter which approach you take, after you get everything re-installed, setup and patched up-to-date you should do a 'Full Image Copy' backup to an external drive. That way, in the future if you have to 'refresh', you can use this backup with most of the setup work already done. You can use the 'Windows 7' backup feature in Win 10 or a freeware 3rd party backup tool.
